Ensuring Community Input

The input and guidance from Advisory Committees improve the processes and outcomes of California’s In-Home Supportive Services (IHSS) programs to yield the best results for the Californians served by Public Authorities.

Purpose

  • Submit recommendations to the Board of Supervisors on preferred modes of services utilized for IHSS
  • Provide ongoing policy and funding recommendations for IHSS services to the County Board of Supervisors, any administrative body in the county that is related to the delivery and administration of IHSS, and the governing body and administrative agency of the Public Authority, a nonprofit consortium, contractor, and public employees

Who Can Serve as Advisors?

  • As outlined in WIC Section 12301.3, each county may appoint an IHSS Advisory Committee that is comprised of not more than 11 individuals. No less than 50 percent of the membership are individuals who are current or past consumers of personal assistance services paid for through public or private funds or recipients of services under this article.
    • In counties with fewer than 500 recipients of services provided pursuant to this article or Section 14132.95, at least one member of the advisory committee shall be a current or former provider of in-home supportive services.
    • In counties with 500 or more recipients of services provided pursuant to this article or Section 14132.95, at least two members of the advisory committee shall be a current or former provider of in-home supportive services.
  • Individuals who represent organizations that advocate for people with disabilities or seniors may be appointed to committees under this section.
  • Individuals from community-based organizations that advocate on behalf of home care employees may be appointed to committees under this section.
  • A county board of supervisors shall not appoint more than one county employee as a member of the advisory committee, but may designate any county employee to provide ongoing advice and support to the advisory committee.

Appointments

Prior to the appointment of members to a committee the County Board of Supervisors, through Public Authority staff, can solicit recommendations for qualified members.

How to Join?

Governing Boards

The Public Authority governing body is the official board designated to govern the Public Authority and make legally binding decisions on its behalf. In most counties, the governing body is the County Board of Supervisors.
